| Secretary's
Report |

Payment to NSWBL was discussed. It was suggested
that clubs assess their own liabilities and pay the
correct amount prior to the November 15 deadline to
avoid fines.
-
Progression of Kelly & Catt conferences to modball
after Xmas needs to be decided., as does Daisley
conference to liveball.
- The
Leonard South conference has been redrawn effective
November 26th.
- We
conducted a pitching seminar last month which was
well attended. The practical part of this now goes
on the road to Oakville and Winston Hills.
- A
"Coach the coaches" course was also run for Winston
Hills and Kellyville.
- The
next in-house course will be on catching.

There have been several instances of overpitching.
None appear to be deliberate ploys to win games, but
we need to be careful nonetheless.
- New
BNSW restrictions on pitching will make club games a
little harder, yet again.

Implications for club games in the face of the
All-Star fixtures discussed.
- One
protest:- Schofields v Rouse Hill in Phil Leonard
South.

BNSW have issued a report on their pre-season Try
Baseball programme. Tabled. Available to download
here (PDF:811Kb).
- U/8
TeeBall competitions are degenerating with the new
rules. Clubs need to ensure compliance from their
officials.
- The
implications of recent washouts were discussed, as
was the logistics involved with replaying a couple.

Representative team progress discussed.

Requests for dispensations tabled.

Individual interpretation of rules by local
officials is still happening, despite all the work
that went into the re-write.
-
Attempt to split Cashmore into 2nd and 3rd Divisions
was unsuccessful.

BNSW request for prize donations for the All-Star
fixture was tabled.

NSWJBL has been involved in the filming of a TV
commercial for New Balance shoes. Those involved
(mainly from last season's Youth League teams from
Hills & Cronulla) can expect some reasonable money
and worldwide exposure.

NSWJBL declined to return the Br Lambert Shield to
BNSW but will pay for a replacement.
-
Outstanding monies due were discussed.
- The
BNSW Try Baseball report did not provide any new
information of use to members.

- The
Hills-sponsored "Boundary Motion" is still being
discussed. It has not yet been voted upon.

Cronulla is worried about the conduct of its Xmas
tournament under the new pitching rules.
- The
Operations Committee have still not advised their
position on the context of a previous statement that
the new pitching rules consider "30 full-stretch
pitches" as normal in both club and rep games.

Statement of Financial Position tabled and accepted.

Accounts for payment approved.
- It
is expected that The League will trade this year at
breakeven or a small loss.
- A
recommendation that recalcitrant clubs be assessed
the 10% surcharge provided for in the Procedures.

Report |
- The
issue of PL Insurance was discussed, in light of the
ABF's advice on the matter. BHSC (at least) do not
include the contentious clause in their hiring
contracts. The position of Blacktown and Hornsby
Councils on the matter is unknown.
- The
earlier topic of medical and accident insurance
coverage was revisited.

Oakville tabled a letter of thanks for The League's
financial support of their ground improvements.

Minor issues with the Teeball Rules were discussed.
-
Baulkham Hills tabled a letter of complaint against
a Castle Hill umpire.
-
After some discussion, it was resolved that Daisley
would stay with Modball after Xmas, and that Leonard
South will move to liveball. The position with Catt
and Kelly remains unresolved and will be discussed
at the next meeting.

Various dispensations were discussed and resolved.
- A
prototype list of club recruiting catchments, based
on schools, was distributed. Clubs were asked to
consider this and submit refinements to Mr Schmidt.
- The
concept of the teeball rule modifications was
discussed at length. The resolution was to support
all of the new initiatives except that of playing
"backwards":- the latter is optional based on
individual clubs' facilities.

Overpitching was discussed. The resolution was to
cite coaches if such an offence appeared to be
deliberate, but to let it pass if not. We are in
transition to new rules and it is unreasonable to
expect volunteer coaches to be up to speed on them
this season.
